Wheel Diameter in AI(#) ENG files??

As I check through my FG DMU files I note that when Route Riter creates the AI(#) ENG file it changes the wheel radius from the actual value of 18 inches to 113.09inches! 
Can anyone confirm that this is correct, and if so why?

Before bin it was necessary to change the wheel size for correct wheel rotation speed but a six-fold increase seems to much. RR made this change. RR also has an option now for creating AI files for use with bin where no wheel size change is made.
