Making Object Non Selectable In RE

I've transposed a model railway trackplan onto a correctly scaled box in TSM and exported this into MSTS. Next step is how do I make the object non-selectable so I can lay items or track on top of it without picking up the plan each time? Would be grateful for any suggestions.
