New "Helpful Facts and Links" Entry

There are still some potential MSTS users who are stuck with an ATI/AMD graphics card.
Although I don't have such a graphics card in my main PC, my #2 machine came in useful this week for getting some information for another user.
From what few checks I've been able to carry out, it appears that AMD no longer include file atiumdag.dll with their drivers which means that the earlier AMD_BUG_FIX cannot be used.
In 2017, a different procedure was described in the Elvastower Forum, which didn't need this file.

I have tested this procedure and am pleased to say that, with a few minor changes, it still allows MSTS to run.
I received permission to reproduce and update the procedure and have now included it as Helpful Facts and Links - Part 40.
