Can anyone help me be telling me whether TSM can be downloaded for free and, if so, where from?

If you wish to visit a certain person's website, you can download what I believe is the Professional version of TSM. This is, presumably, more advanced than the one available from Louis' site.

Just a little care needed here - the version available from Louis site is NOT Louis's original - it has been modified by a certain person.

I did a thorough review of the different versions available, and I have seen no change to that status quo since - be aware, be careful.

I was a little concerned when I read that!
I'll agree that the version from Louis' site is not the same as the last version available from Abacus. For some reason, he wasn't able to include all the parts I sent him. The "certain person" in this case is Louis himself, because the installer needed to be modified to avoid the necessity of entering the installation code.
I can assure everybody that the version currently available from Louis' site is EXACTLY the same as when it was re-issued in late 2014/early 2015. The installer is dated Sept 2014 which ties in nicely with when I was negotiating with him, and pre-dates the transfer of the program to the other developer.
